The page title is the title that appears in the search results and should include your primary keyword. The meta descriptions are the text that appears under the page titles in the search results, and although not a ranking factor, a descriptive and catchy description can entice people to click on your listing.
Your H1 Headers
Your H1 headers are also something that you will need to look at, and these helps to enforce to the search engines the keywords you are focussing on in the page title. You want to make your H1 headers different to your page title, and ideally use a variation of the primary keyword you are focussing on for the page.
Website Content
You may have heard the phrase that content is king, and it is true, so you will need to ensure that you have unique and relevant content on each page of your site which is engaging and resonates with users. You will also want to include your primary keywords and their variations as much as possible in the content, although it will need to read naturally and feel organic. The content is a vital aspect of your website and the user experience and is one that many SEO marketing campaigns seem to neglect.

Something more in-depth, and you may need assistance with, is to create an audit of your website to highlight the various problems that can hold your site back. It may be an idea to speak to a reputable local agency to have them crawl your website and create a report listing all the errors as they will have all the tools, they need to do the job. You may also need to give them access to your Google Search Console to see what problems are highlighted there as well. They will also help you prioritise what you should fix first, and correcting as many of the issues as you can enable you to increase your digital footprint and get the rankings for your site that you want.
